  Modding Tutorial: Merchant - Mods

This tutorial will teach you how to make a merchant that sells things. The first thing to do is make the merchant NPC. To do this, edit an already-made merchant NPC and change him around. The best NPC for this is TestVendorNPC, because he has no special dialogue and is not actually used in the game. Change the ID, and when you press OK, it will ask you “Create a new form?” Click yes. This clones the old NPC into your new one. On the edit screen for your merchant, click AI. Make sure his aggression is 5, so he won’t attack you unless you assault him. Then, check all the categories of things he can buy and sell. Now, go to the Character menu, and click Packages. This will bring up the packages screen. In the list, choose “aaaServicesEditorLoc8x12LockAtEnd512,” and drag in into the AI Package List, on the AI menu of your merchant NPC, along with any other script packages you want, like eating and sleeping, or quest related packages.

You have just created a merchant NPC! Of course, there is more. You obviously have to put him somewhere; do this now. From here, make a new container. This will be your vendor container, so fill it up with stuff you want your NPC to sell, and place it in the same cell as your NPC. Double-click on the container and, on the properties sheet, make it a persistent reference. Click the Owner tab, and set it to your merchant.

Now go to the properties screen of your merchant reference, and click the Merchant Container tab. In the Cell dropdown list, select the cell that your merchant is standing in. From the Reference list, select the merchant container that you created earlier. He should now be finished! Save it as an esp file and load it into Oblivion. Go to the cell you placed him and test him out! Congratulations! You have just created a working merchant in TES4: Oblivion!

In the CS, at the top of the window, there are menus. Character is one of them.
